>> ZHANG FANG:  Okay. Ladies and Gentlemen, good morning. Welcome to the Intelligent Society Governance Internet Governance Forum. I am Zhang Fang, an Associate Professor with the Tsinghau University. It is my honor to serve as the On Site Moderator today.

On behalf of the organiser, I would like to first extend my warmest welcome to all our distinguished guests and audience that are joining us from all over the world today.  Today we are launching a new book titled Research on Intelligent Society Development and Governance 2024, co authored by Qiqi Gao and Chairperson Jiteng Zhang. I am also very excited to have six senior officers and experts joining us today.

They are Long Kai, Official from the Cyber Information Development Bureau, Cyberspace Administration of China, Peng Gang, Vice President, Tsinghua University, and Su Jun, Dean, Institute for Intelligent Social Governance, Tsinghua University. We also have Professor Kevin C. Desouza, Professor of Business, Technology, and Strategy, School of Business, Queensland University of Technology, and we also have Professor Zhou Chaonan, and, of course we have all of you, our valued audience coming from all over the world.

Distinguished guests, good morning. It is a pleasure to be here for the Internet Governance Forum White Paper on Intelligent Society Governance. We are here to exchange ideas and insights regarding the development and Governance of Intelligent Societies.

The Chinese Government places high importance on the development and Governance of the AI at the Summit, President Xi Jinping has emphasized the need to strengthen International Governance in cooperation with AI, ensuring AI always served the common good and benefits of all of humanity.

China is always committed to embracing the intelligent transformation of society, promoting AI innovation, and fostering global cooperation, this commitment is evidence in hosting 2024 Internet Governance Forum, the high level meeting on Global AI Governance in 2024, and the AI Conference.

We also promote the publications of the Shanghai Declaration of Global AI Governance and the Global AI Governance Initiative. China has actually worked with other nations to promote adoption of the UN General Resolution on enhancing international cooperation for AI capacity building.

 At present, the new wave of the technology Industrial Revolution is moving at an unprecedented pace. AI and other emerging Information Technologies are reshaping Global Systems and Economic Structures. Global Nations are accelerating their intelligent transformations and see profound impact on social economic activities.

In recent years we have conducted a set of AI social experiments, encouraging early adoption and pilot applications of AI, and by doing so we have proactively explored the operational models, legal framework, standards, and policy systems for Intelligent Societies. And the national standardization Working Group on the societal application and evaluation of intelligent technologies were established to focus on developing critical standards for Intelligent Society Governance.

We also encourage universities and research institutions to promote fundamental research in the development and Governance of Intelligent Society.

For example, Research on Intelligent Society Development and Governance 2024, edited by Tsinghau University, offers radical insights regarding opportunities and challenges paced by the introduction of AI and exploring pathways for global collaboration in this field.

The development and Governance of Intelligent Societies bring upon in depth discussion, shared understanding, and joint action among all nations. And in this context, I would like to share a few perspectives on building a humanistic, Intelligent Society.

First, we should focus on innovative development to unlock the benefits of AI. This involves the Research and Development of AI models, and the construction of high quality models promoting the integration of AI the Digital Infrastructure and accelerating the development of foundational AI capabilities, and fostering the industrial ecosystem of AI.

We should prioritize deepening AI applications in education, healthcare, sports, housing, transportation, Elder Care, domestic service, among other industries, to create modern ways of working and living.

Second, we must prioritize inclusive development to bridge the Digital Divide. This requires further strengthening international cooperation, bringing together global expertise to deepen collaboration areas, such as AI development, dataplace, calculation and AI Governance.

Efforts should be made to align and coordination Governance and Technical Standards that establish a widely recognized Governance framework, by working together we can foster an open and fair environment for AI development, steadily advance the access to networks, and building power and data, and achieving greater Digital Inclusivity.

Finally, we must emphasize security development to ensure that AI serves the public good. This requires us to strengthen regulatory framework to safeguard personal Privacy and Data Security, while advancing Ethical Governance of AI, and protect legal interests of different groups.

Conducting AI social experiments will allow us to assess and address the impact of AI applications on individual perceptions. Industrial development, and social evolution, by enhancing Risk Assessment, and warning the achieving balance of technological innovation and safeguards, fostering a secure, inclusive, and striving Intelligent Society.

Ladies and Gentlemen, distinguished guests, the direct evolution of a AI and other emergent technologies continue to govern Intelligent Societies. I hope that today's ceremony will serve as a platform for dialogue, and progress and shared progress in this endeavor. As the early winter sets in, we gather here at IGF with participants from Global Government Agencies, Industry, and Academia to hold a release ceremony for the new book, Research on Intelligent Society Development and Governance 2024.

First, please allow my warm welcome to all the distinguished guests from Tsinghau University and all those that long supported and cared for the development of Tsinghau University.

In today's world, AI, among other cutting edge Information Technologies are readily advancing and becoming a crucial driving force behind the new generation of technological revolution. These technologies are not only profoundly transforming human, socioeconomic activities, but also propelling a systemic shift from an Information Society Intelligence Society.

In this process, Tsinghau University is not only committed to leading research and application in AI technology, but also actively leveraging its interdisciplinary advantages to carry out strict policy research on the transformation toward an Intelligent Society.

In 2019, our University led a team of scholars proposing the Policy Initiative of conducting AI social experiments to explore a Chinese path for Intelligent Society developments.

This initiative received notable attention from the Chinese Government.

With the guidance of the Cyberspace Administration of China, and other relevant ministries, 92 national experimental bases for Intelligent Society Governance were established across the country, and a large number of experimental efforts focused on the frontier of Intelligent Society Development has been carried out.

Tsinghau University has also actively advanced relevant work by established an institute for Intelligent Society Governance headed by teams from Public Administration, Computer Science among others. This institution has carried out extensive, original and exploratory work in theory, policy research, Talent Development, practical guidance, and standardization.

Looking back over the past five years, the classic ideas of experimental learning has experienced a revival and the Governance practices it has transpired toward a transformation toward an Intelligent Society. However the rapid development of Intelligent Society still presents an endless frontier that provides further exploration.

At this operative toll moment, the Professors have led the writing of the book Research on Intelligent Society Development and Governance, and today we are holding the release ceremony for its English version.

This book aims to present a comprehensive look at the frontier and key issues in the Development and Governance of Intelligent Society, and it also provide as summary of the work done by national Intelligent Society Governance experimental bases in the past five years and the standardization of Intelligent Society Governance. This book offers an important reference for Global Stakeholders to understand the trends of Intelligent Society Governance, especially China's practices in this field.

It lay as solid foundation for further, deepening cooperation in Governance Research and Practice across Governments, Industry, Academia, and Research Institutions worldwide.

This release ceremony is an opportunity to share some thoughts on the work to be done in the field of Intelligent Society Governance.

First, with a long time version, we should keep track of the Governance of Intelligent Society and continuously update the bookmaking it a notable work in the global landscape of Intelligent Society research.

Second, I am writing and updating this book, and we should further deepen cooperation with Global Governments, Industries, Academia, and the research sector, continuously expanding our multidimensional understanding of Intelligent Society, and accumulating firsthand historical data with the great transformation.

Third, we should seek valuable opportunities such as the IGF platform, using vigorous and in depth research and practical Case Studies to better serve the welfare of Humanitarian and Intelligent Society.

>> SU JUN: Ladies and Gentlemen, dear friends, first of all, it is my good honor to impress a warm welcome to all of you. Thank you for coming.

My friend, my co author and I are delighted to introduce the main content of this book to you. Nowadays Information Technology, especially AI, has been widely deployed, bringing significant improvement in productivity, and allowing people to enjoy tremendous benefit.

A brand new age in the Intelligent Society is coming. But as the English novelist Charles Dickens said, it was the best of times, it was the worst of times.

AI also brings unpredictable risk and complex challenges to us.

To focus on these challenges, Tsinghau University established a platform institute, ISG Institute in 2019. The disciplinary research on the AI social impact, and its aim is to create a Humanitarian Society. Since 2021, the social impact of AI in the Chinese Government launched a Nationwide Initiative called AI CE, which stands for Artificial Intelligence, social employment.

Now there are bases established, and more than 2,000 scenarios were set, with about 30,000 people involved.

To my knowledge, this initiative is the largest scale social use experiment on AI applications worldwide.

Therefore, at the end of 2022, we decided to co author not only to showcase the potential of AI in driving economical development, Social Governance, scientific research, and the environmental protection and so on. But also the value of its social impact.

Today this book is finally completed. After more than two years of work. It has five parts. 28 chapters, and about half a million Chinese collectors.

In part one we collaborate with the best experts on Computer Science encountering the highlight development strategy of AI, and the cutting edge advancement, including Large Language Models, embodied intelligent AI and so on.

In part two we focused our research on AI social impact, such as information, good collaborations, platform power, information reach, and energy consumption, only game and digital label.

Part three introduced several cases of AI applications encounters.

Part four introduces some standards of AI applications.

On part five we introduced models from four different countries. This book, we will soon be accomplished by the Tsinghau University press. Today we brought an Executive Summary in English for you, and you are welcome to take a look at it.

Ladies and Gentlemen, the history of Humane Society is the history of science and technology development.

Intelligent Society is an amazing age. AI is one of our greatest inventions, but in the future, people must not    shall not, give favors to technology.

Albert Einstein, the greatest scientist in the world, once remarked, concern for man himself, and his fate, must always come from the Chief interest of all technology endeavors.

We hope that the publication of this book will inspire Public and Private Sectors, and introduce people all over the world to pay more attention to these issues.

To overcome these challenges is tough work in the future. But, as highlighted in the UN report recently, governing AI for humanitarian is not technology challenges for itself.

For many respond to it, admittedly it matters. Today we gather together to show our hope and ambition for the future.

Friends, let's work together with caution, optimism, and prospectives to address the risk and Intelligence, and view humanity in this tenured society. We should do it, and we must do it. Thank you.

As practitioners at the forefront of the AI Industry, we should not only focus on the current technological practices, but also strengthen the comprehensive considerations of factors like public Governance, ethics and law.

We need to deeply think about and explore the infinite possibilities of how intelligent technology can drive the transformation of Humane Society.

Based on these thoughts, by promoting intelligent technological accumulations, Range Group has always paid close attention to and actively participated in the work of Technological Society Governance and actively fulfilling the Social Responsibility in the Intelligence Age.

We are committed to the Sustainable Development of Technologies regarding the training and reasoning process of Large Language Models, and in the field of green Data Centers, and developing intelligent low level carbon for data standards have optimized energy efficiencies to lay out intelligent operations and maintaining the proper usage, effectiveness, PE, to around 1.15. We have honored the Green Data Center awarded by the Ministry of Industry and Information Technology.

>> KEVIN DESOUZA: It is my pleasure to be here. I would like to thank the distinguished guests, the organisers of Tsinghau University and this event.

It is my pleasure to make a few remarks on this very interesting project, so let me begin.

These computing systems on Artificial Intelligence will shape how we use them. And how we use them will also shape the future of how we innovate and design them. A lot of work has done into this book to explore the opportunities with Artificial Intelligence and how they shape the next generation of Intelligent Societies.

The things my previous speakers highlighted is this very fine, how we build next generation intelligent systems that celebrate human values, and how do we ensure that our societies can continue to innovate in conjunction with advancements in Information Technologies.

I also find interesting, you can find a lot of discussion in the press, in Academia and Public Policy that focuses on the very narrow issue of Artificial Intelligence.

What I appreciate about this book is it incorporates examples from things like robotics, from things like (?) and while AI gets attention, and maybe rightfully so, AI is probably the most mature of these areas.

We have been working on AI for quite a long time, whereas a lot of these other areas have significant potential, because AI is an enabler of those innovations.

So, when we think of advancements in this psychology, they will be shaped with AI and more robust.

And advancements in cognitive technology will be fundamentally transformed and visible to promote and share what is happening in China around these different areas, so, I found that quite interesting.

Now, I will make five very important comments that resonate with me as one that does a lot of Public Policy work around Artificial Intelligence and Governance.

So, the first reflection is while a lot of these technologies are being developed, we should not lose sight on why are we developing these.

In my opinion, we need to think of our societies as capital creating ecosystems. By capital I don't mean just economic capital, but I mean natural capital and human capital. There are a range of capitals that any economy, any society, is trying to harness and keep on intensifying how capitally efficient they can be.

And cognitive computing systems, which includes AI, will play a fundamental role in shaping how we design next generation capital creating ecosystems.

The second thing, and I really appreciated a lot of the Case Studies, and experiments and in the book is a lot of countries are scared to actually do experimentation with AI.

Many countries over regulate. Many countries have abandoned regulation.

What I think we really need to focus on is responsible experimentation. If we focus on experimentation, there is the co creator. We co create experiments with others. This will be a fundamental issue.

While there is a lot of discussion on Artificial Intelligence coming down the horizon, I would like to focus on artificially capable Intelligence. This is the next generation. And in the median, what can we do to recognize artificial capable Intelligence and how do we address the fundamental information concentrations? They happen on our large platforms, on Social Media, and so on and so forth.

We have fundamental asymmetries that need to be addressed if we are going to build artificial capable systems.

If we are to do any of this, we need cross sector, cross industry collaborations, so I have great hope the institutes that have at the core aim fostering this interdisciplinary collaboration.

Lastly, we live in a world where we either hype up everything for good, or we hype up everything for fear.

I think what we really need for the next few years is the urgent optimism as we look at the next generation technologies and drive technologies to do things previously not possible and just not focus on optimization, but we need to think about what are the new opportunities that come from the cognitive computing systems.

Those were my brief remarks, and, again, I congratulate the authors on the project. Thank you.

Humanity has experienced 200 years of Industrial Civilization and now Artificial Intelligence.

We have also initiated AI Exploration Workshops, hosting activities like picture books, challenges and agent challenges. These activities aim not only to spark students' interest in AI, but also to encourage them to deeply consider its societal impact.

For example, leveraging Large Language Models, we have explored to introduce AI teaching assistance to provide personalized learning, in the traditional classes.

Additionally, we are utilizing September environmental advancing technologies to lay the foundation for digital twin campus, significantly improving operational efficiency, and reducing energy consumption, immersive education and sustainable development per intelligent technologies fosters firsthand experiments among teachers and students.

Third, this year we proposed new management in our school focusing on creating a Management System suited to the demand of Intelligent Society, and fostering Governance capabilities respectively.

These capabilities are rooted in the competencies of our teachers. Not only their ability to use AI to enhance teaching, but also, their understanding of Intelligent Society, which enables them to lead their students.

We have explored numerous teaching practices, such as AI supported oral feedback, analysis of student learning behaviors, and iterative adjustments to teaching plans, we found these Pilot Programs very promising.

Repeatedly we had planned to initiate an AI training camp, comprised of 20 senior teachers, and set higher and more challenging goals for them.

Ladies and Gentlemen, an ancient Chinese philosopher once warned, even the wisest will make mistakes. For those of us in elementary education, this means no matter how much efforts we dedicate to preparing for the revival of Intelligent Society, it will never be entirely sufficient.

This brings us back to the motto of Tsinghau University and the Tsinghau University High School, continuous self strengthening instead of waiting passively for Intelligent Society, we should confidently assert that we can actually shape a humanistic, intelligent future.
